The Victorian Energy Upgrades (VEU) program is helping Victorians cut power bills and reduce greenhouse gas emissions by giving households and businesses access to discounted energy-efficient products and services, including space heating and cooling solutions.
The VEU program works by setting a state-wide target for energy savings that results in a range of energy-efficient products and services, such as advanced space heating and cooling systems, being made available to homes and businesses at a discount.
Providers of these energy-efficient products and services must be accredited under the VEU program. Accredited participants, like EcoCare Carbon Solutions, deliver these financial incentives and can generate Victorian Energy Efficiency Certificates (VEECs). The number of certificates generated is based on the greenhouse gas savings associated with the product or service. Accredited persons can then sell these certificates to energy retailers or trade them on the market.
The Victorian Energy Upgrades program (previously known as the 'VEET scheme') is established under the Victorian Energy Efficiency Target Act 2007, the Victorian Energy Efficiency Target Regulations 2008, and the Victorian Energy Efficiency Target (Project-Based Activities) Regulations 2017.
The VEU program is administered by the Essential Services Commission (ESC), which is the independent regulator of the retail energy industry in Victoria. The Essential Services Commission oversees compliance and performance reporting by energy businesses and accredits businesses and the products and services eligible under the program.

How Does the VEU Program Work?
The principal objective of the VEU program is to create a financial incentive for businesses and households to reduce their carbon emissions by lowering consumption of electricity and gas through the adoption of energy-efficient technology, including space heating and cooling.
EcoCare Carbon Solutions (EcoCare) is an Accredited Participant (AP) under the VEU program. We provide power saver products to households and businesses, usually at a discounted rate through a rebate. The products we install reduce energy usage and greenhouse gas emissions, creating Victorian Energy Efficiency Certificates (VEECs). When customers assign these VEECs to EcoCare Carbon Solutions, we can trade them through the VIC Gov scheme, which helps cover the cost of the product and installation.
The government program operates by placing a liability on large energy retailers in Victoria to surrender a specified number of energy efficiency certificates every year. Each certificate represents a tonne of greenhouse gas abated.
Electricity retailers and other large carbon emitters in Victoria are required by the government to purchase or create VEECs to offset their carbon emissions.
