NSW Energy Savings Scheme


The Energy Savings Scheme, also known as the ESS, is the NSW-based energy efficiency scheme. It cuts electricity and gas use by creating financial incentives for households and businesses to be more energy efficient and reduce carbon emissions in the process. The scheme was established in 2009 under the NSW Electricity Supply Act 1995.


Discounted Energy Efficient Lighting Offer


The NSW Government has launched discounted lighting programs for households and small businesses. These programs improve energy efficiency. By accessing rebates and discounts you can cut back on your energy use, save on power bills and help the environment. 


The purpose of these offers is to help eligible households and business replace old lights with new LED lights.   • Energy

    The NSW energy saving scheme is creating financial incentives for investment in energy efficiency projects, so the residential and commercial electricity consumption can be reduced.

    The office of environment and heritage is responsible for the NSW Energy Saving Scheme policy framework development.

    The NSW legislation is governing the Energy Saving Scheme, scheme participants are holding a mandatory obligation.

    With the help from NSW Energy Saving Scheme, the electricity consumption is dramatically reduced By installing, improving or replacing energy efficient equipment.

Home Energy Efficiency Retrofits(HEER) Benefits

  • Long Lifespan: LED lights last longer than traditional halogen lights. Its life expectancy is around 15 years with normal usage— six to eight hours a day. LED lights do not burn out over time like traditional lightbulbs.

  • Environmental Safety: LEDs do not contain any toxic compounds like mercury. They are also 100% recyclable. By using LED lights, we reduce our carbon footprint by a third. Its long life expectancy, on average 35 times more than a halogen, proves that these LED lights also save on material and production costs.

  • Energy efficiency: LEDs have an 80-90% efficiency, which means at least 80% of their energy is turned into light rather than heat. LED lights use up to 80% less power than halogen or incandescent lights, thus we can see significant savings on our electricity bills.

  • UV Emission Free: LEDs emit far lesser UV radiations and infrared light as compared to traditional light sources. That’s why LED is also safer for our health.

  • Instant Lighting & the Ability to Withstand Frequent Switching: LED lights are bright immediately when turned on. They can also be turned off and back on as many times as necessary without affecting their performance. Halogen lights usually take a few minutes to achieve full brightness, their lifespan can be reduced with constant turning on and off.


How Does HEER Works?

  • The scheme involves various parties who work in this way:

  • Organisations identify energy savings projects that they can implement. Those projects reduce electricity consumption by installing, improving or replacing energy savings equipment.

  • After identifying energy savings projects, organisations being accredited as  Accredited Certificate Providers implement energy savings projects and create energy savings certificates. Energy savings certificates represent the energy savings that have been made and are equivalent to one tonne of CO2e emissions.

  • Accredited Certificate Providers sell energy savings certificates, usually to Liable Entities. Liable Entities are mandatory participants in the scheme. Liable Entities include electricity retailers and other parties.

  • Liable Entities surrender energy savings certificates to meet their targets as required by legislation.
